Job Title: Regional Field Financial Manager (MV-4, Level A) – Male’, Maldives
Job Summary: The Regional Field Financial Manager (RFFM) will be responsible for managing the financial operations, compliance, procurement, and accounting support for assigned program and country portfolios within the Asia/Pacific region. This position requires a strong understanding of financial planning, analysis, procurement, and compliance. Prior experience with financial management of US Government or other international donor-funded programs is strongly preferred. The RFFM will ensure that financial operations are in compliance with ABA ROLI’s policies and donor regulations, while providing administrative and logistical support to program activities. This role involves close collaboration with ABA ROLI counterparts, partners, and vendors to ensure compliance with financial policies and effective program implementation.
Work Schedule and Location: Standard business hours are 8:00am–5:00pm, Sunday–Thursday, at ABA ROLI’s office in Male’, Maldives. Work outside of standard business hours may be required for meetings and collaboration with colleagues in other time zones and for business travel. A flexible schedule can be accommodated. Telework is allowed with supervisor approval. Occasional travel, including international travel, may be required.
Key Responsibilities:
Finance Duties:
  • Prepare monthly budget forecasts and projections.
  • Conduct financial analysis based on expense reports, budget variances, and scenario planning to guide strategic and programmatic decisions.
  • Monitor and track program spending in line with each grant’s budget, ensuring cost-efficiency.
  • Ensure timely and accurate payment to vendors and contractors, adhering to ABA ROLI policies and procedures.
  • Maintain accurate and organized financial documentation for audit and compliance purposes.
  • Assist in the development of new proposal budgets, ensuring alignment with donor requirements and ABA ROLI’s financial standards.
  • Work on new budgets or budget re-alignments as necessary, adjusting allocations to meet the evolving needs of the program and ensuring compliance with donor rules and ABA ROLI policies.
Procurement Duties:
  • Manage procurement processes in compliance with ABA ROLI policies and procedures.
  • Draft, execute, and manage contracts for consultants and vendors, ensuring terms and conditions are aligned with organizational needs.
Relationship and Compliance Management:
  • Establish and maintain strong relationships with ABA ROLI’s counterparts, vendors, and local partners to ensure a clear understanding of and adherence to financial policies and procedures.
  • Stay informed of any changes to operational and financial regulations and keep the team updated on key changes that may impact program activities.
Subaward and Contract Management:
  • Review financial reports (FRs) and Cash on Hand (CoH) reports submitted by partners, ensuring compliance with ABA ROLI’s financial guidelines.
  • Review invoices submitted by partners to ensure they are correct and in compliance with ABA ROLI’s policies and procedures, and submit them to the ABA ROLI DC finance team for processing.
  • Provide guidance and technical assistance to partners to improve financial reporting quality and meet ABA ROLI’s submission standards.
  • Build the financial management and reporting capacity of ABA ROLI’s partners, ensuring that they comply with donor policies and ABA ROLI’s financial procedures.
  • May serve as administrator of one or more subawards or contracts, including approval of deliverables.
Admin and Logistics Duties:
  • Provide logistical and administrative support for program activities, including arranging travel, workshops, and events.
  • Ensure that all program activities are executed efficiently, within budget, and in alignment with ABA ROLI policies.
  • Collaborate with ABA ROLI’s Washington-based security staff to maintain and update security policies in line with the field office's requirements and local context.
Maldives Office Support:
  • Adhere to Maldives office rules, working hours, and operational standards.
  • Provide necessary financial and administrative support to the Maldives office, ensuring smooth collaboration between field and headquarters operations.
Other Duties:
  • May backstop other financial or operational staff on leave.
  • Other duties as assigned.

Qualifications:
  • Bachelor's degree in Finance, Accounting, Business Administration, or a related field; advanced degree preferred. Significant work experience may be accepted in lieu of a degree.
  • Minimum of 5 years of experience in accounting or financial management, including budgeting, financial analysis, and procurement.
  • Demonstrated experience in supporting program operations and logistical arrangements.
  • Strong knowledge of financial regulations, audit practices, and compliance requirements in an international context. Donor-funded international NGO experience preferred.
  • Proven ability to manage procurement, contracts, and vendor relationships effectively.
  • Experience in capacity building and training of field teams or partners in financial management.
  • Proficiency in Microsoft Office Suite.
  • Available to work occasional evenings/early mornings. A flexible schedule can be accommodated.
  • Available to travel domestically and internationally.
  • Legal authorization to work in Male’, Maldives, without employer sponsorship.
  • Fluent in written and spoken English. Dhivehi fluency strongly preferred. Urdu, Sinhala, or Tamil proficiency is a bonus.
