Organization Overview:
The American Bar Association Rule of Law Initiative (ABA ROLI) is a non-profit organization that implements legal reform programs. ABA ROLI has worked for over 25 years in more than 100 countries to promote the rule of law, advance human rights, strengthen judicial institutions, support legal professionals and advance understanding of the law and rights of citizens by the public. To this end, ABA ROLI has established partnerships with a wide range of actors, including institutions in the justice sector (judges, prosecutors, public defense offices, mediation offices and national human rights institutions, investigators and police), civil society organizations, bar associations, legal aid organizations and lawyers, among others. ABA ROLI’s work in Africa spans a variety of programing around the rule of law, access to justice, atrocity prevention as well as human rights protection and promotion. ABA ROLI’s Africa Division has country offices across the continent, including in Angola, Burkina Faso, Central African Republic, Democratic Republic of Congo, Gambia, Liberia, and Uganda.

Program Overview:
ABA ROLI is hiring a Communications Consultant to support a program on Increasing Access to Justice for Vulnerable Populations in the Central African Republic, which is aimed at providing access to justice to Central Africans, particularly of and from vulnerable groups. The project’s principal objectives are: (1) The CAR Ministry of Justice, in conjunction with civil society organizations, maintains a network of legal centers; (2) Legal centers establish effective justice access measures that can provide civil litigation and address matters from minor felonies to cases of conflict violence, armed group violence, SGBV, and other serious crimes; (3) Mobile Centers provide justice support and guidance to vulnerable populations, SGBV survivors, and victims of crimes perpetrated by armed groups and criminal gangs where distance and poverty prevent travel to the legal centers; and (4) Local civil society organizations in the target areas educate CAR citizens on their legal rights, the justice process, and the cost of SGBV and other human rights violations to local communities through public awareness and media campaigns.

ABA ROLI plans to work in partnership with several local and state partners to contribute sustainably to project objectives and facilitate inclusion of stakeholders from underrepresented areas in CAR. The Communications Consultant will support civil society partners to develop messages about legal aid, the CAR justice sector, and individuals’ legal rights that educate Central Africans on their rights and how to obtain them.

Job Summary:
The Communications Consultant, located in the Central African Republic, will be responsible for the development of communications products—such as radio and social media messaging—that will support the delivery of legal aid at the project’s various legal clinics. They will report to the Program Coordinator for the project.

Principal Duties/Job Responsibilities:
  • Develops a communications strategy for the Increasing Access to Justice for Vulnerable Populations in the Central African Republic project aligned with its core objectives, using new and traditional tools to raise the profile and public awareness of the project’s work and legal aid in CAR.
  • Provides strategic guidance to ABA ROLI program staff on messaging around the Increasing Access to Justice for Vulnerable Populations in the Central African Republic project to ensure that their communications advance the goals of the project and are consistent with ABA
    ROLI’s messaging and image.
  • Writes articles, blog posts, press releases, and social media packs as and when required.
  • Develops radio communications and programs in consultation and cooperation with relevant government stakeholders and project partners.
  • Liaises with personnel in Washington, DC, the CAR Country Representative, and Program Coordinators in the Bangui office to promote outreach and to ensure that messages are consistent with organizational standards.
  • Establishes and enhances effective collaboration and relationships with local entities and other development partners (e.g., NGOs, governmental agencies, local bar association, etc.) to fulfill program objectives within cost constraints and garner additional funding from partners.
  • Maintains proactive communications with the CAR Country Representative, Program Coordinator and other office staff to ensure timely and accurate updates on program activities, achievements, and shortcomings. In areas where program shortcomings are identified, creates and implements corrective action plans to improve performance against standards.
  • Assists in identifying best practices derived from lessons learned.
  • Performs other related duties as required.
Qualifications:
  • A degree in journalism, communications, marketing, or related field.
  • Strong communication skills in writing and editing content and designing communication and outreach materials for an organization.
  • Ability to engage with media, including engaging with and influencing policy makers, and concerned stakeholders particularly tripartite partners.
  • Ability to analyze complex information from different sources and to synthesize this information into coherent briefs and communication documents in appropriate style and use traditional and new media channels for distribution.
  • Experience with donor-funded projects preferred.
  • Strong understanding of legal aid and the justice sector in Africa, especially conflict and post-conflict settings, Francophone African countries, and Central Africa.
  • Proven success in building and maintaining working relationships with colleagues, partner organizations, and other stakeholders; engaging in coalition building; and empowering stakeholders to take ownership of key project outcomes for post-project sustainability of progress.
  • Strong facilitation, communication, and collaboration skills.
  • Experience working in the Central African Republic and/or elsewhere in Sub-Saharan Africa, and strong understanding of political and operating context in CAR.
  • Fluency in English, French, and Sango is an added advantage.
