Background
Trafficking in persons (TIP) is a critical global issue that requires urgent action at all levels. Effective identification, intervention, and referral mechanisms are essential to combating trafficking and protecting victims. The American Bar Association through the JTIP project envisages Gambian Government institutions and CSOs can coordinate more effectively using the National Referral Mechanism (NRM) to identify trafficking patterns, respond to the needs of trafficking survivors and build confident in the civil society actors, resulting in a steady decline of domestic and international trafficking cases.
This project aims to create a comprehensive curriculum that will equip professionals such as law enforcement, social workers, healthcare providers, hotel staff, labor inspectors, airport staff etc. with the necessary knowledge, skills and tools to identify victims of trafficking and refer them to appropriate services and referral pathways.
Objective:
To design a practical, evidence-based curriculum that trains professionals to recognize the signs of trafficking in persons and ensures that they know the correct referral mechanisms for assisting victims.

Consultant’s Role and Responsibilities:
The consultant will be responsible for the following tasks:
- Needs Assessment and Situational Analysis:
- Review the needs assessment to understand the current knowledge, gaps and challenges in identifying and referring TIP cases in The Gambia.
- Analyze existing referral pathways, policies and guidelines on TIP in The Gambia.
- Review existing training materials, guidelines, and resources on TIP identification and referral.
- Conduct consultations with stakeholders (e.g. government agencies such as NAATIP, NHRC and Bakoteh Shelter, CSOs and TIP experts) to identify knowledge gaps and specific needs for target audiences.
- Curriculum Design:
- The nature and scope of trafficking in persons with details of definitions and typologies of TIP and the Legal Frameworks (International, Regional and National)
- Indicators of trafficking and victimization (e.g., physical, psychological, and behavioral signs).
- Risk assessment: methods to assess and determine the risks associated with TIP Cases.
- Referral pathways and networks (including national and local agencies, victim services, shelters, legal assistance, etc.).
- Victim-centered approaches: Best practices for engaging with victims sensitively and ethically.
- Case studies and practical scenarios to enhance learning
- Tools and resources for ongoing support and reporting
- Interagency collaboration: Roles of different stakeholders and interagency collaborations for effective management.
- Curriculum Development:
- Participant handbooks.
- Trainer guides and facilitator notes.
- PowerPoint presentations, videos, and multimedia content as necessary.
- Activities, quizzes, and assessments to measure participant learning.
- Integration of Local Context:
- Ensure the curriculum is adapted to the local context, incorporating specific legal, cultural, and organizational considerations.
- Provide guidance on tailoring the training for different sectors (e.g., healthcare, law enforcement etc.)
- Pilot Testing and Feedback:
- Collaborate with selected stakeholders to pilot the curriculum with a small group of participants.
- Collect feedback from pilot participants and revise the materials based on feedback.
- Final Deliverables:
- A finalized curriculum package including training materials, facilitator guides, and participant handbooks.
- A comprehensive report detailing the development process, feedback from pilot testing, and recommendations for the implementation of the curriculum.
- A monitoring tool to measure impact of the training using the curriculum

Qualifications:
The consultant must possess the following qualifications:
- The consultant should have a strong background in trafficking, including identification and referral procedures with at least 5 years of experience in similar work in developing countries or economies in transition.
- Experience in curriculum development and training for adult learners.
- Knowledge of local legal frameworks, victim services, and referral pathways related to trafficking in persons (National Referral Mechanism)
- Excellent communication and writing skills.
- Ability to integrate feedback and adapt materials for diverse audiences.
- Progress Reports: Consultant will submit weekly progress updates.
- Quality Standards: Deliverables will be assessed based on clarity, comprehensiveness, cultural relevance, and usability.
- Pilot Feedback: Success of the pilot will be evaluated based on participant feedback, engagement, and learning outcomes.
