  1. Organization Overview
(ABA ROLI) is a non-profit organization that implements rule of law justice reform, and human rights programs. ABA ROLI has worked for over 25 years in more than 100 countries to promote the rule of law, advance human rights, strengthen judicial institutions, support legal professionals and advance understanding of the law and rights of citizens by the public. ABA ROLI works by establishing partnerships with a wide range of actors, including justice sector institutions (judges, prosecutors, public defense offices, mediation offices and national human rights institutions, investigators and police), civil society organizations, bar associations, legal aid organizations and lawyers, among others.
This assignment is part of ABA ROLI’s Countering Trafficking in The Gambia Project to enhance collaboration between Government institutions and CSOs working against trafficking. The goal is to improve coordination through the National Referral Mechanism (NRM) for the Protection and Assistance of Vulnerable Migrants, including Victims of Trafficking. By utilizing the NRM, the project aims to identify trafficking patterns, address the needs of trafficking survivors, and build confidence among state and civil society actors, ultimately leading to a steady decline in domestic and international trafficking cases. This project supports The Gambia in implementing the NRM at both state and community levels using a trauma-informed approach to investigate and prosecute TIP cases while providing comprehensive support services to trafficking survivors.
 
  1. Position Overview
ABA ROLI seeks a dedicated Program Manager (PM) to manage and coordinate the day-to-day operations of ABA ROLI’s Countering Trafficking in The Gambia program. The program’s goal is for The Gambia to implement the National Referral Mechanism at the state and community level using a trauma-informed approach to investigate and prosecute TIP cases while providing support services to trafficking survivors. To achieve this, ABA ROLI will work closely with the National Agency Against Trafficking in Persons (NAATIP), the National Human Rights Commission, and other civil society organizations. The PM will oversee activities designed to respond to the needs of trafficking survivors and build confidence in state and civil society actors. The PM is responsible for designing, leading, and monitoring activities that support program objectives. The individual manages relationships with stakeholders, partners, sub awardees, consultants, and team members to ensure successful program implementation and reporting requirements adhere to donor and ABA ROLI’s requirements. The ideal candidate will demonstrate: technical expertise in counter-trafficking; existing relationships with government institutions and CSOs responding to trafficking in persons in The Gambia; and previous experience in coordination and implementation of donor-funded human rights programs.
  1. Responsibilities
· Work closely and manages relationships and communications with government counterparts, project partners, civil society organizations, lawyers and technical experts to design and implement activities that support program objectives;
· Design, implement, and closely oversee program activities and performance in accordance with the workplan, in partnership with the program team, monitoring and evaluation team, as well as the financial and operations teams;
· Represent ABA ROLI and the project in multi-stakeholder and coordination meetings;
· Identify and synthesize good practices and lessons learned to identify and implement course corrections, improve program design and management, share best practices, and strengthen reporting;
· Support the collection, processing, and analysis of program data and draft quarterly narrative reports about the programs;
· Develop program outreach and communication materials, support the development of capacity sharing materials, stakeholder and donor presentations, etc.;
· Lead and ensure that activity logistics are implemented in accordance with program documents and ABA ROLI policies;
· Manage relationships with subgrantees and oversee performance to collect activity implementation data and reporting information (written reports and budgeting);
· Supervise procurement and event logistics in collaboration with the Regional Field Finance Manager to ensure adherence to ABA ROLI’s policies;
· Supervise Program Officer and local and international consultants;
· Responsible for maintenance of all hard and e-copies of program files;
· Any other duties as reasonably assigned.
 
  1. Qualifications
· A bachelor's degree in law, political or social sciences, development, or related field is required; master's degree preferred;
· A minimum of seven years of demonstrated experience supporting programs and/or activities related to migrant workers rights, counter-trafficking, rule of law, human rights, democratic processes, or other related areas;
 · A strong understanding of The Gambian governance landscape and good working relationships with government counterparts;
· Experience working in a team, designing, leading, and monitoring activities, trainings, events and logistics supporting program objectives;
· Experience developing work plans and monitoring and evaluation of program results;
· Experience in coordination and implementation of rule of law programs;
· Technical expertise in reconciliation, rights, and justice efforts;

· Capacity to communicate fluently with different stakeholders, in at least 1 local language and
