The American Bar Association Rule of Law Initiative (ABA ROLI) seeks an international consultant to support ABA ROLI and its partners to develop trauma-informed and survivor-inclusive engagements with young adult and youth survivors of child domestic and bonded labor.

BACKGROUND:

Children in bonded and domestic labor are particularly vulnerable to false criminal allegations and incarceration, physical and sexual abuse, and restricted movement. Often, trafficked children are invisible to official bodies and the general public as child domestic servitude occurs behind closed doors and bonded labor occurs under stringent control of the industry owners. The disconnect between labor laws, child protection regulations, and trafficking laws leaves government bodies, justice sector actors, and community members searching for more effective ways to protect trafficked children. In order to better serve children trafficked into domestic and bonded labor, ABA ROLI and partners will engage with government stakeholders, justice sector actors, community members, and service providers to better meet the needs of survivors.

SCOPE OF WORK AND DURATION:

The international consultant will work with ABA ROLI and its partners to integrate trauma-informed and survivor-inclusive practices into program activities and daily practices including in service provision. The international consultant will develop approaches for engagement with young adult and youth survivors of child domestic and bonded labor including in convening a survivors’ advisory council to inform legal advocacy initiatives and capacity building efforts for justice sector actors. Furthermore, the expert will support ABA ROLI and its four partners on the ground to ensure organizational policies are in keeping with survivor-inclusive and trauma-informed practices.

The below is a list of expected tasks:
  • Conduct an inception call with the DC-based project team and local partners to finalize the approach and timeline of the scope of work.
  • Review the project documentation and resources.
  • Design survivor engagement to empower survivor leadership including developing training to enhance organizing, oral advocacy, and attend to mentoring needs.
  • Outline an approach for developing an advisory council of young adult and youth survivors of child domestic and bonded labor to inform legal advocacy initiatives and capacity building efforts for justice sector actors.
  • Advise on implementation of developed approach for engagement with young adult and youth survivors of child domestic and bonded labor.
  • Advise ABA ROLI and local partners on development of policies and procedures to ensure attention to the needs of survivor participants including mitigating risk of re-traumatization, provision of ongoing trauma-informed services, and protection of confidentiality.
  • Work closely with ABA ROLI’s local partners and consultant to integrate survivor-centered and survivor inclusive practices into program activity implementation and daily practices.

The work will be conducted over a 16-month period from September 2024 to December 2025. The bulk of the work will take place between October 2024 and March 2025 with convening a survivor advisory council and integration of survivor insights into advocacy and capacity building initiatives. All work is estimated to be completed within 40 Working Days over the entire period.
     
REQUIRED QUALIFICATIONS
  • University or advanced degree in social work, psychology, counselling, law and/or another relevant field would be an advantage.
  • At least seven (7) years of experience as a survivor inclusion professional with experience in trauma-informed practices, particularly with respect to children in trafficking situations.
  • Demonstrated experience developing trauma-informed, survivor centered engagements and approaches in the context of South Asia.
  • Experience in South Asia, particularly with the justice sector and demonstrated knowledge of child rights are both desirable.
  • Excellent inter-personal and communication skills and ability to work with a multi-stakeholder team spread across time zones.
  • Fluency and strong written communication skills in English is required.
  •  Additional language skills, particularly languages of South Asia, would be an advantage.
