ABOUT ABA ROLI
The mission of the American Bar Association Rule of Law Initiative (ABA ROLI) is to promote justice, economic opportunity, and human dignity through the rule of law. For more than 30 years in over 100 countries, ABA ROLI has worked to strengthen legal institutions, support legal professionals, foster respect for human rights, and advance public understanding of the law and citizen rights. In collaboration with our in-country partners, we design programs that are responsive to local needs and that prioritize sustainable solutions to pressing rule of law challenges.
The ABA ROLI seeks a Senior Program Officer/ Program Manager to assist in the design, development, and implementation of programs, projects, and activities of the entity. The candidate should have at least five years of experience in project administration or management, ideally on international donor‐funded programs. Fluency in English is required and fluency in Thai and Burmese is preferred. This position is based in Thailand and will initially be full‐time teleworked but may become office‐based in the future.
The SPO/PM will be responsible for managing and coordinating program activities, ensuring that the programs are implemented effectively, efficiently, and in alignment with ABA ROLI’s mission.
Principal Duties/Job Responsibilities
Lead planning and implementation of one or more projects across the portfolio
Analyze project and portfolio performance to measure progress over time against project plan
Work closely with senior management and in-country team to ensure that program strategies and objectives are effectively communicated and executed
Build and maintain effective relationships with a range of program stakeholders and partner organizations to fulfill program objectives within specific budget and cost constraints
Prepare quarterly donor reports and other materials provided to donors, participates in donor meetings
Provide technical insight and support to proposal/new business development opportunities
Maintain comprehensive documentation of program activities, decisions, and progress
As requested, serve as a key representative of ABA ROLI at meetings with local partners, donors, and members of the international community
Perform other related duties as required to support program implementation and organizational objectives
Basic Qualifications & Interests:
Bachelor's degree in relevant area
At least 5 years of experience in program implementation and management, preferably on international donor-funded programs.
Strong leadership, organizational, and communication skills.
Interest or prior experience in Southeast Asia, including Thailand and Myanmar.
Ability to work effectively within a team and individually across an international environment.
Ability to use discretion when working with confidential documents and information
Be willing to serve as an in-country representative of ABA-ROLI
Preferred Qualifications & Interests:
Master's degree in relevant area
Professional experience in program management capacity including grant funded programs (U.S. Government-funded program management), and programs in highly restrictive environments
Specific professional work experience within Thailand and Myanmar
Excellent interpersonal skills and ability to work effectively with diverse groups of stakeholders.
Effective time management and a strong ability to multi-task, adapt and manage competing priorities in a fast-paced environment.
Strong research, writing, analytical, knowledge management, and communication skills.
High degree of organization, professionalism, integrity, trustworthiness, and flexibility.
Commitment to rule of law, human rights, democracy, and governance.
