The American Bar Association Rule of Law Initiative (ABA ROLI) is looking for a local or international Technical Expert to assist in developing the Judicial Academy (JA)'s website. Through this consultancy, ABA ROLI will be supporting the JA in developing their website to enhance transparency, accessibility and visibility within the community and strengthen the academy’s outreach, streamline information disseminate and foster greater engagement among judges, judicial staff, and other stakeholders.

ABA ROLI works to advance rule of law in the Maldives in partnership with legal and justice sector institutions, providers of free and low-cost legal aid, and organizations engaged in advocacy for legal reform and civic education. ABA ROLI aims to strengthen the capacity and operations of justice sector institutions and assist them in implementing reforms that reflect internationally accepted good practices for the justice sector, creating strong, independent, inclusive, and transparent institutions. ABA ROLI seeks to provide technical assistance and expertise to create an effective, independent, and competent legal profession that will play a leading role in promoting and upholding the cause of justice now and in the future. Finally, ABA ROLI works to increase the availability of free and low cost civil and criminal legal aid, make it easier for people needing legal assistance to find pro bono lawyers, and ensure that people know their rights and understand the legal system.

SCOPE OF WORK AND DURATION
The technical consultant/company will work with ABA ROLI and JA to develop a modern, user- friendly website design that reflects the Judicial Academy's image of professionalism and is consistent with best practices for judicial academy websites. The website will also include a training management tool to effectively manage training records.
The expected tasks include:
  • Conduct an inception call with the project team. Following this, the consultant will develop a complete project plan that includes tasks, timelines, and responsibilities.
  • Assess JA’s capacities and digital infrastructure to advise on best technical approach to host the website.
  • Develop mockups and wireframes for website layout and features, including a training management tool, in close collaboration with ABA, ROLI, and JA, followed by development of the website based on the approved designs.
  • Set up the backend platform customized for the needs of JA, with necessary features and functionalities for content management.
  • Ensure the website complies with Web Content Accessibility Guidelines (WCAG) standards for accessibility. Consideration will be given to the integration of Dhivehi language support.
  • Maintain project confidentiality of sensitive information provided.
  • The website should encompass, but not be limited to, the following features:
    • An intuitive, modern, and user-friendly interface, incorporating elements for social learning, collaborative tools, and training scheduling.
    • Ensure compatibility for Judicial Staff to log in using 'Court Connect.'
    • Incorporate the relevant tabs as identified by the Judicial Administrator/her designee.
    • Ensure compatibility with various devices and browsers.
    • Develop features allowing judicial staff to register for trainings.
    • Enable access or redirection to pertinent resources available at the Judiciary, including any publicly accessible manuals or databases.
    • Implement security protocols to safeguard user data and ensure compliance with all pertinent legal and privacy regulations.
  • Provide training sessions for JA and relevant staff from the Department of Judicial Administration (DJA) on website usage and administration. The consultant is expected to develop complete instructions for administrators, instructors, and users.
  • Liaise closely with ABA ROLI and JA throughout the process, providing regular updates and approval of outcomes.
  • Establish a communication channel for end-user feedback and feature requests
  • Provide support for bug fixes, updates, and enhancements for at least three months.
The Consultant is required to provide support for approximately 30 working days spanning two months, from February 2025 to April 2025, with bi-weekly progress reports submitted throughout the development process. The selected consultant or company will be asked to submit a deliverable-based workplan.

REQUIRED QUALIFICATIONS

  • University degree in computer sciences, information technology, or related fields. An advanced degree would be an advantage.
  • At least five (5) years of relevant professional working experience in the IT, Learning Management Systems, and digital field.
  • Good knowledge of IT and computer hardware and software with practical experience in maintenance and administration of software and website maintenance.
  • Experience in building software with multilingual capabilities. Experience in integrating Dhivehi language support is an added advantage.
  • Experience in developing websites, and training on usage and maintenance.
  • Strong project management skills to plan, execute, and oversee the development of the website.
  • Excellent communication skills to interact with stakeholders, understand their requirements, and convey technical information in a clear and understandable manner.
  • Ability to work with a multi-stakeholder team spread across time zones.
  • Fluency and good written communication skills in English are required

REPORTING LINES
The selected consultant or company will report to the ABA ROLI project team based in both Washington DC, and the Maldives.
