ABA ROLI is a non-profit organization that implements legal reform programs in roughly 50 countries around the world. ABA ROLI has nearly 500 professional staff working abroad and in its Washington, D.C. office. ABA ROLI's host country partners include judges, lawyers, bar associations, law schools, court administrators, legislatures, ministries of justice, and a wide array of civil society organizations, including human rights groups.

The American Bar Association Rule of Law Initiative (ABA ROLI) is looking for a local national Pristina-based Technical Manager - Consultant to lead an international donor-funded anti-corruption program in Kosovo.

Successful applicants for this position will have a strong foundation in anti-corruption programming, including working with local civil society on improving capacity for anti-corruption investigation and policy advocacy, facilitating training and technical assistance for government stakeholders to implement internal policies and mechanisms, and supporting judiciary capacity development to improve the processing and adjudication of complex cases of corruption. Successful applicants will also have a legal or social science degree; work experience in the region; seven or more years of experience in human rights issues; and will have experience in managing international development programs, especially those programs requiring coordination with a variety of local and international partners.

JOB SUMMARY

The local-national (Kosovo) Pristina-based Technical Manager will be the lead implementer responsible for compliance with the project timeline and outputs. The Technical Manager will work under the supervision of the Program Director and DC-based Senior Program Manager, conduct all partner engagement, organize all project activities, and manage day-to-day communications with local partners and stakeholders in Kosovo. The Technical Manager will monitor activities and lead frequent evaluation check-ins with ABA ROLI staff in Washington, D.C., and the donor.

This is a paid local consultancy position. Only those based in Kosovo should apply.

Responsibilities:

The duties of this post include, but are not limited to, the following:
  1. Initiating, nurturing, and expanding working relationships with government counterparts, judicial institutions, CSOs, academic institutions, and experts involved in the anti-corruption and criminal investigation fields as necessary for the success of program activities;
  2. Local start-up and management of the ABA ROLI program, including ensuring program goals are met, resources are utilized in accordance with budgets, and that reporting and monitoring, and evaluation tasks are completed; 
  3. Ensuring compliance with donor requirements and ABA policies; 
  4. Serving as a point of contact/face of the program with donor representatives in the region; 
  5. With the cooperation of the field finance manager, managing and tracking program budgets, produce monthly budget pipelines, expense reports, and cash requests for the U.S. office;
  6. Providing financial oversight and administrative support for program implementation and close-out;
  7. Providing regular oral and written updates to ABA ROLI D.C. program staff and the donor on progress toward goals, challenges, and mitigation strategies for those challenges;
  8. Identifying potential implementation challenges and developing and implementing resolutions for those challenges in coordination with teammates and supervisor;

Total engagement: 1 year (12 months) with potential for extension

Period of Performance: January 2025 – December 2025 (start date subject to change pending donor approval)

Qualifications:
  1. At least seven years of progressively responsible experience in international development and program management; 
  2. Legal or political science degree; 
  3. Solid and thorough understanding of anti-corruption issues in the Europe and Eurasia region and the political, social, and judicial context of Kosovo;
  4. Proven experience working with transparency and combatting corruption with civil society and/or government stakeholders;
  5. Experience working with international donor-funded projects; 
  6. Excellent interpersonal skills with demonstrated ability to cultivate relationships with government entities, CSOs, academic institutions, and other relevant stakeholders; 
  7. Strong written and oral communication skills and the ability to communicate effectively in Albanian, Serbian, and English (fluency required); 
  8. A high degree of organization, professionalism, integrity, trustworthiness, and flexibility; 
  9. Ideally, experience working in a non-profit/association/CSO setting. 

This position will be based in Pristina, Kosovo.
