CONSULTANT – STRATEGIC PLANNING FOR THE OFFICE FOR CIVIL RIGHTS, REPUBLIC OF MALDIVES
ABA ROLI is a non-profit organization that implements legal reform programs in roughly 50 countries around the world. ABA ROLI has nearly 500 professional staff working abroad and, in its Washington, D.C. office. ABA ROLI’s host country partners include judges, lawyers, bar associations, law schools, court administrators, legislatures, ministries of justice, and a wide array of civil society organizations, including human rights groups.
The American Bar Association Rule of Law Initiative (ABA ROLI) is seeking a qualified local or international consultant to develop a comprehensive 4-year strategic plan for the Office for Civil Rights (OCR) in the Maldives. The ideal candidate should possess significant experience in human rights and civil rights advocacy, as well as a strong background in strategic planning. The consultant will be responsible for conducting a thorough situational analysis, facilitating stakeholder engagement, and collaborating closely with the Attorney General’s Office (AGO) team during a 5-day in-person visit. This consultancy is expected to involve approximately 10 working days. Travel expenses related to the in-person engagement will be covered by ABA ROLI.
BACKGROUND
ABA ROLI works to advance rule of law in the Maldives in partnership with legal and justice sector institutions, providers of free and low-cost legal aid, and organizations engaged in advocacy for legal reform and civic education. ABA ROLI aims to strengthen the capacity and operations of justice sector institutions and assist them in implementing reforms that reflect internationally accepted good practices for the justice sector, creating strong, independent, inclusive, and transparent institutions. ABA ROLI seeks to provide technical assistance and expertise to create an effective, independent, and competent legal profession that will play a leading role in promoting and upholding the cause of justice now and in the future. Finally, ABA ROLI works to increase the availability of free and low-cost civil legal aid, making it easier for people needing legal assistance to find pro bono lawyers, and ensure that people know their rights and understand the legal system.
SCOPE OF WORK AND DURATION
The consultant must develop a comprehensive strategic plan for the OCR that aligns with its mandate and should effectively addresses the promotion and protection of civil and political rights in the Maldives. The consultancy is expected to be completed within a period of 10 working days, spanning three months from the start date, with bi-weekly progress reports submitted throughout the development and implementation process.

ROLES AND RESPONSIBILITIES
- Submit a workplan outlining how the consultancy will be carried out.
- Carry out a desk review of the mandate of the OCR and identify areas where collaboration with other stakeholders is required.
- Conduct stakeholder consultations.
- Conduct a 5-day in-person visit to the Maldives, where the consultant will work closely with the Attorney General's Office (AGO) team to facilitate strategic planning workshops, meetings, and collaborative sessions to ensure a thorough understanding of the needs and challenges faced by the Office.
- Develop a strategic plan that includes:
- Vision and mission statements, and organizational values for the Office.
- Key objectives, outputs and outcomes, responsibilities and timelines.
- Proposed strategies and activities to deliver on the mandate of the office.
- A framework for monitoring and evaluating the implementation and effectiveness of the strategic plan.
- Recommendations for strengthening partnerships with domestic and international organizations.
- Validate the formulated Strategic Plan.
- Provide a framework to develop and monitor annual workplans to support the Strategic Plan.
- University degree in either social sciences, international development, gender studies or other relevant fields.
- Minimum of 10 years’ relevant experience, with experience in human rights, civil rights advocacy and a strong background in strategic planning.
- Highly organized, with the ability to multi-task and remain calm under time pressure.
- Demonstrated ability to work effectively individually and as a team.
- Flexibility to work outside of normal business hours.
- Ability to use discretion when working with confidential documents and information.
- Interest in and commitment to the rule of law.
