About the Legal Reform Fund:
Launched in 2021 and funded by the U.S. State Department Secretary’s Office of Global Women’s Issues (S/GWI), the Legal Reform Fund (LRF) program addresses barriers to women's full and effective participation in economic life. LRF approaches women's economic security (WES) as an intersectional challenge, closely tied to other impediments to gender equality and focuses on five overlapping and intersectional pillars that affect women’s ability to fully and equitably participate in economic life: ability to own and manage property, ability to travel freely, access to legal and financial institutions, barriers to employment, and capacity to build credit.

From September 2021 to September 2022, ABA ROLI conducted an assessment of the enabling environment for WES in Indonesia. One of the priorities identified through the assessment is support for governmental, civil society, and legal professionals working with micro and small-sized businesses to access credit and institutions with a centralized guide and resources for navigating the regulatory space governing access to credit and business management.

As part of Indonesia’s medium- and long-term development plans, the country has set national goals to promote the development of micro, small, and medium-sized enterprises (MSMEs). Specific development milestones include increasing the registration of businesses still operating in the informal economy as well as the development of a strong Halal economy through promoting business certification.[1] While the Indonesian government’s efforts to support businesses remain gender-neutral, the stakeholders interviewed highlighted that women comprise most micro and small business owners and need additional support. This is backed by 2016 statistics that show 51% of small-sized enterprises in Indonesia identify as women-owned.[2]

Job Description:
The organization selected through this announcement will work with ABA ROLI and relevant stakeholders, especially the Ministry of Cooperatives and SMEs’ Integrated Business Service Center (Pusat Layanan Usaha Terpadu/PLUT) and other relevant stakeholders to conduct the following tasks:
  1.  Integrating WMSME rights-based issues into the material ABA ROLI developed
  2. Conduct several discussions with women’s business associations in Indonesia to incorporate gender perspectives into the existing materials on navigating the regulatory space governing access to credit and business management.
  3. Conduct a training for PLUT consultants based on the enhanced material to support WSMEs in navigating the regulatory space governing access to credit and business management
  4. Develop a policy paper for the Ministry of Cooperatives and SMEs in the form of guidance, tools, and other relevant required equipment to improve the regulatory environment for WMSMEs.
  5. Conduct a reflection session with relevant stakeholders.
  6. Engage with Indonesia’s Ministry of Cooperatives and SMEs on PLUT capacity development.
  7. Work closely with the ABA ROLI teams in Indonesia and Washington, DC, ABA ROLI’s WES Advisor, and other key program partners in implementing all activities.

Required Qualifications
To implement the activities, ABA ROLI has set several qualifications standard for the potential organization as listed below:
  1. Legally registered and have the capacity to implement activities in Indonesia.
  2. Have an established mechanism for collaboration and prior experience working with the Ministry of Cooperatives and SMEs.
  3. Experienced in supporting business formalization and registration for least one year.
  4. Experienced in collaborating with various types of MSME businesses and associations for at least two years.
  5. Able to provide high qualified staff / consultants to support the activity and provide expert insights. This will be supported by staff / consultant resumes.
  6. Proven experiences working on business advisory, technical assistance, and supporting WES.
