  1.  Organizational Overview
For 30 years and through our work in more than 100 countries, the American Bar Association Rule of Law Initiative (ABA ROLI) and our partners have sought to strengthen legal institutions, support legal professionals, foster respect for human rights, and advance public understanding of the law and citizen rights. In collaboration with our in-country partners-including government ministries, judges, lawyers, bar associations, court administrators, legislatures and civil society organizations, we design programs that are responsive to local needs and that prioritize sustainable solutions to pressing rule of law challenges.
  1. Context
ABA ROLI is looking for to engage trainer(s) to design and deliver interactive professional skills-based trainings to Moldovan prosecutors and criminal investigators on investigating corruption crimes, including gathering and analysis of electronic evidence and investigation of the organized crime. The trainings will be delivered in partnership with Moldovan National Institute of Justice and with participation of the Prosecutors’ General Office and National Anti-corruption Center from Moldova. The trainer(s) will design and deliver five two-day training sessions on key investigation skills for prosecutors and criminal investigators, including using AI in investigating corruption and related to corruption crimes, international mutual assistance in corruption and organized crime cases
  1. Project overview
ABA ROLI is currently implementing the Supporting Criminal Justice Reform and Strengthening Anticorruption Efforts in Moldova program (2021-2025). One of its objectives is to ensure the capacity building of key justice sector entities to combat corruption, by developing and delivering training to legal professionals in the relevant public anticorruption agencies.
  1. Scope of the assignment and deliverables
  1. Develop training curriculum and materials;
  2. Deliver five in-person two-day trainings sessions;
  3. Develop pre- and post-training tests/surveys;
  4. Submit a post training report on training sessions’ outcomes.
Total Engagement: maximum 15 working days. The assignment requires travel to Moldova.
  1. Duration of assignment: the assignment is expected to be performed between March 1, 2025 - June 11, 2025.
  2. Preferred qualifications and experience as a trainer (s):
  • Advanced university degree (Master’s degree or equivalent) in the field of law;
  • At least 10 years of prosecutorial or criminal investigation experience;
  • Extensive experience in investigating corruption or related to corruption crimes;
  • Proficiency in designing effective skill-based professional trainings for legal professionals, in particular prosecutors and criminal investigators;
  • Proven experience in training legal professionals, in particular prosecutors and criminal investigators;
  • Prior experience of working in Eastern Europe or Balkans may be considered;
  • Fluency in written and spoken English.
